Hi,

If you like to write in forums and you are an "expert" in any field I would recommend you to join a couple of forums and put your links in your forum signature.
In that way you get both an ad that follows with every post you make and a backlink to your site, which is good for PageRank and such.

There are so many people offering supposedly free advertising, but be wary. Best tip is just to build your profile on the net. If you sell for example books on art, find art newsletters either online or in hardcopy and offer to submit articles and columns etc in return for an ad in thier publicaton.

So far as my exp the Google Adwords and Email Marketing are the best effective ones.
However if we have small ad budget then FREE posting is the good choice untill we get sufficient amount and knowledge to do the paid advertising.

Search engine Submission should be your first step when you create a website. Avoid any services that charge you to submit to a number of sites. Most of these sites are too small to bother with and you can find the larger ones on your own. Also submit to niche sites, such as search engines for your area or industry.
