Default More difficult to get quality link partnerships?

For a few months now, we've noticed that the number of quality partnerships (3-ways typically, less so reciprocals) we're getting is much, much lower. Our ideas of why this may be are:

Too much junk email from crappy sites have made Spam filters or Webmasters themselves way too picky. Kind of a "baby with bathwater" syndrome.

Our link exchange template may have been flagged as spam?

Good webmasters only exchange links with sites THEY seek links from.

Webmasters are getting flooded so much that our normal time-to-link-removal (10 days) has become too short.

These are all speculation, of course. Anyone else out there experiencing the same deal? We know it's not a PR thing, as all of our pages/sites are at least 4, which previously we saw as a bit of a quality benchmark. We also don't run directories, either, preferring individual link pages.

Any insights?

I don't think that the answer is a technical one.

It's bussines.Some play fair , some don't ...
It's all about your judgement of a future partner. :?:

how would it be possible to judge, there are so many ways to make a scam look like real these dayys, these guys are pro, they'll do anything to make it look real to scam your money, it's too scary, i'll only partner with someone i personally know. better be safe than sorry you know

If you partner only with someone you know personally , pretty soon you'll run out of partners!

Sometimes you have to take risk and go into partnership with people you do not know personally if you want your business to be a successful one.

How to make that risk as smaller as it can be?
Partner with those who already have partners.
That means that they will probably be fair to you if they have been fair to partners they already have.
