PR or page rank is basically a measure of how many and how good the incoming links to your site and sites pages are. They say that the higher the better, but a high pr won't always beat a lower pr in the SERPS though i m not sure about this. additionally linking to a high PR site can boost your own site's PR. It is only a small part of search engine optimization.

I would not buy a PR8 link .
That PR could disappear at any time.
I would put that money in to a PPC campaign. You could also get many more PR 6 and PR7 links for one PR 8!

There are more factors to why those pages rank the way they do....for example the number of out going links from a PR6 pages vs a PR8 page.
It would be better to have a link on a pr6 page where you are the only link vs a pr8 page that has dozens of links. The anchor text will also factor into this equation.

Me too. I never buy links. Even from PR 10 sites.

There are many ways to get quality links.

Link buliding either through backlinking or purposedly purchasing them should be done ethically as google can recognise it .As long as you are continuing to build your links naturally utilizing the techniques above you can supplement your backlink count with a few carefully purchased links on high traffic sites. This can give you a double benefit of helping you boost your link popularity and also provide you a stream of traffic from the website itself if you have targeted your purchase correctly.
