Default Service buying the project your supposed to do?

Lately I've been seeing a trend on getafreelancer. Many of the people who are being service buyers, are just selling a project that they won the bid for. They also sell it for a lower price. Meaning they get paid to do nothing. Is this a smart thing to do? I don't think it is. Many of the users on this forum have previously discussed how it's a problem if the buyer doesn't pay. So lets say I won a bid, then I am getting someone else to do it. If the person who I won it from in the first place doesn't want to pay me, then I have to give the money out of my own pocket. So back to the original questions, is this a smart thing to do? It would seem smarter to just start a group with your friends and do it..
