Other kinds of Web developers would know how to build Web pages but would not necessarily have the expertise to create an effective promotional message. With this type of developer, your organization would be responsible for developing the promotional message and the contents for the Web sites.

I'f i'm the developer, i'd got for a package price for the entire website, and i'll discuss in detail the list fo thigns that i'll be responsible for in the quotation i provide for them

for those per hour basis, it just seems difficult to control and the developer can take up so much time unnecessarily, instead, for a package price, the developer then knows already how much is involved and he'll manage his time to complete the project better so he could get the final payment as soon as possible without unnecessary delays

Yeah that's true. I never really understood how people online wanted to get paid for the hour. They can get a job done in 30 minutes but claim it took them 2 hours or something so that they can get more money. You really have no clue how much time it really took, so you shouldn't ever pay by the hour for online work. Just state the job that needs to get done and put a price on it.
